Corona, Mudik 2020, and Unlucky Sacrifice

There may not be such a large and greatest movement of human beings occurring in the modern era, other than travel during the feasts.

Eid Mubarak Homecoming in Indonesia is one of the largest village home rituals in the world in addition to Chinese Chinese homecoming.

Although ritual activities are routine, each year has always had different challenges. If every year discussed is the holiday time related to the government's holiday schedule and additional leave, this time is almost similar but different cause.

This year, Corona's pandemic plague has transformed so many things.

In DKI Jakarta, which has become the epicenter of pandemic, the provincial government has conducted an emergency response policy.

Social restrictions on school holidays and tourist attractions are followed by the application of work from home, making the capital city Lenggang.

Since the establishment of emergency response in DKI Jakarta, there has been acceleration of homecoming flows especially from informal workers in Jabodetabek to the province of West Java, Central Java province, Yogyakarta Special Region (DIY), and to the province of East Java.

Citing government data, for at least over the past week there are 876 Interprovincial bus fleet carrying approximately 14,000 passengers from Jabodetabek to West Java, Central Java, East Java, and DIY.

The worshipers who did the village home were obviously not because of cultural motives. Eid is still two months away. Many of them are very likely informal workers who can not accumulate daily income amid the application of social restrictions.

They return home by not carrying THR or a feast day allowance or excess work fund in Jakarta.

Every year, there is a huge turnover of funds from Megapolitan such as Jakarta to other areas and the number always grows two digits.

In 2019 only, Bank Indonesia prepared a cash of Rp Rp217,1 trillion to anticipate a request for Eid al-Fitr or Lebaran. The amount increased 13.5% compared with the previous year of Rp191,3 trillion.

The biggest cash demand for Lebaran comes from the Java region of non-Jabodetabek which reaches Rp84 trillion.

The demand for cash in the Jabodetabek area reached Rp51,5 trillion, on Sumatra Island for Rp41,2 trillion, and the eastern region of Indonesia reached Rp40 4 trillion.

The big turnover is because there are almost 20 million people who move home. This year is obviously different. Home activities bring worries. Economic and cultural factors are number two, safety and health are the number one priority.

The mobility of millions who return home is certainly at risk of expanding the spread of Covid-19 or Corona viruses.

With the rapid and massive spread of viruses, the government's effort and focus is to break the Covid-19 chain by reducing or limiting the movement of people from one place to another.

Encouragement to avoid homecoming continues to be voiced by many parties. But there must be more assertive measures to prevent the movement of people from Jabodetabek to other areas.

There is a debate to have to do lockdown and the onset of authority between the central government and local governments will only consume energy. Community compliance to conduct social distancing will give maximum results when followed by a strict government stance.

The firmness should also be followed by the acceleration of implementation of social safety nets to small affected communities such as informal workers, daily laborers, Asongan, and others.

The provision of direct cash assistance needs to be eased to absorb the psychological anxiety of the society whose economy is vulnerable to the outbreak of the disease.

The central government, especially the related ministry, should immediately make a legal umbrella for fiscal disbursement to help local governments cope with the continued impacts of economic vulnerability in the region.

The local government of the homecoming destination should also play an active role in the supervision of its citizens who return home. The initiative of strict health protocol implementation of those who return home in both village and Kelurahan, must be supported during systematic and measurable manner.

The message from President Joko Widodo is clear, do not let the implementation of the health protocol lead to excessive screening measures against those who have already returned home.

We hope people's sacrifices to refrain from doing homecoming this year, can help attempt to break the spread of Corona virus. And especially, let us unite to cast out the plague of the disease from this country.
